L´impact de la restructuration du système de production des années 70 (Harvey, 1992) et de la "mondialisation" a été assez semblable dans le monde capitaliste: progrès technologique impactant les relations espace-temps, flexibilisation de la localisation du capital, précarisation du travail, fragilisation des syndicats et des partis politiques, recul de l´État et des politiques publiques, dérégulations, privatisations.

Towards a Renewed Perspective on the City

Abstract
This paper argues for a more systemic engagement with Latin American cities, contending it is necessary to reconsider their unity in order to nuance the ‘fractured cities’ perspective that has widely come to epitomise the contemporary urban moment in the region. It begins by offering an overview of regional urban development trends, before exploring how the underlying imaginary of the city has critically shifted over the past half century. Focusing in particular on the way that slums and shantytowns have been conceived, it traces how the predominant conception of the Latin American city moved from a notion of unity to a perception of fragmentation, highlighting how this had critically negative ramifications for urban development agendas, and concludes with a call for a renewed vision of Latin American urban life.

Resumo
O artigo busca discutir algumas das políticas sociais que estão sendo implementadas no interior do perímetro do Projeto Porto Maravilha. Lançado em 2009, este grande projeto urbano pretende transformar a antiga zona portuária da cidade do Rio de Janeiro, criando um ambiente favorável ao capital imobiliário. Pretendemos desvelar algumas das questões que estão sendo frequentemente ofuscadas por uma propaganda poderosa que pretende construir uma ideia positiva sobre o projeto. Para tanto, dividimos o artigo em três partes: na primeira delas apresentaremos a conjuntura política e as mudanças na gestão urbana em torno do Projeto Porto Maravilha. Em seguida, discutiremos como
a questão habitacional é tratada nos sucessivos projetos idealizados para este espaço. Por fi m, analisamos os impasses atuais que os moradores de baixa renda enfrentam para conquistar o direito de permanecerem no local.

Abstract
The article discusses some of the social policies that are being implemented within the perimeter of the Porto Maravilha Project. Launched in 2009, this Great Urban Project aims to transform the old port area of Rio de Janeiro city, creating a favorable environment for real estate capital. We intend to reveal some of the issues that are often overshadowed by a powerful marketing strategy that builds a positive idea about the project. To this end, we divided the article into three parts: the fi rst one offers the political context and the changes in urban governance around the Porto Maravilha Project. Then, we discuss how the housing issue is addressed in successive projects conceived for this space. Finally, we analyze the current impasses that low-income residents face to win the right to remain in place.
